The foundations of PHS were laid during the American civil government. It began in the historic "Buison Building" before moving to its first permanent campus in Barrio Santa Niño.
As enrollment surged, PHS completed its full four-year curriculum. This era produced distinguished alumni like Diosdado Macapagal (Class of 1929), the 5th President of the Philippines. In 1935, the school moved to its current iconic location along Teopaco Street (now High School Boulevard).
School operations were severely disrupted during WWII. In 1964, the school was renamed "Jose Abad Santos High School" before restoring its original name in 1992.
Under the Macapagal-Arroyo administration, P22.5 million was allocated for campus rehabilitation. In 2016, PHS successfully transitioned to the K-12 Curriculum, offering specialized strands:
